Based on President Obama's Federal Stimulus Plan , IRS has released a new Form 941 AND new federal income tax withholding tables (i includes new EITC tables). Per National APA, the new Form 941 ( with boxes for Cobra participants and amounts subsidized for Cobra participation under teh Stimulus Plan) is meant to be used for the First Quarter cycle, with Form 941 due to IRS by April 30.
